@asker in law, an attorney would call it 'a close case', when the chances of winning are not so high due to the lack of strong supporting evidence etc; it can even be a last-minute decision for the jury/judge, depending on which side is more persuasive with their closing speech. so basically, it could be equally won or lost, depending on how it all goes.

a 'close election' is when the opponents have equal chances of winning, and when someone wins, it's a 'close win'. same applies to sports.

so, basically it comes down to equal chances, weighing options with equal strengths and weaknesses etc.
in your case, owned vs leased, flat fee vs peak surcharge, heavy initial cost+light maintenance vs less expensive plant with greater outlays in future.

Case тут 'case' не случай, а 'сценарий' или 'вариант'. А вот как его назвали, трудно сказать - это может быть и "закрытый", и "ближний", и "необсуждаемый", и бог знает какой еще. Авторское употребление прилагательного close.
