The EAGGF's 1992 Summary Report stated, first, that Italian trade operators were grouped into three associations through which offers to sell into intervention were lodged and submitted to the tendering authority and, secondly, that those associations were able to submit an overlapping global offer on behalf of those of its members which had not submitted individual offers.

Efectivamente, o relatório de síntese do FEOGA relativo ao exercício de 1992 assinalou, por um lado, que os operadores italianos estavam reunidos em três associações que coligem as propostas de venda à intervenção e as apresentam à autoridade adjudicante e, por outro, que essas associações tinham a possibilidade de apresentar uma proposta global em nome dos seus membros que não tivessem apresentado propostas individuais.
