All purchasing systems should have a mechanism where 3-way matching occurs (except where self-bill arrangements are in place). As a minimum this should have the following features:
• Purchase orders should be appropriately authorised (‘one-up’) prior to an order being made with a supplier and entered onto the system
• Goods received should be matched to a purchase order. The receipt of goods should create a liability in the general ledger
• On receipt of an invoice, this should be matched to a goods received note and a liability recorded in the creditors ledger.
