upper phase/side/stages of life cycleを端折ったものでしょう。upstream とも言い換えられるかもしれません。ソフトウェアのライフサイクルに倣い、上流フェーズ、（ソフトウェアでは上流工程=プロセス）、設計フェーズ、ＸＸフェーズと呼ばれます。
