: Yes, but that doesn't mean they ARE going to supply the grid; just that they are of such a scale that they COULD do so. That little word '-scale' in EN can't just be glossed over... / Indeed — but that amounts to over-interpretation.

true, but almost all that are of THAT size would be connected to the grid. OTOH to be "utilities" (=a service available to any paying customer) these plants must be connected to the grid, or "of a size such that they could be ..."
