This is the title of a report that itemises existing structural damage to an existing building, prior to the construction of a new building adjacent to that building, presumably for reference in case of claims for damage resulting from construction activities. The report takes the form of a list of defects (such as ‘Beschadigd hardsteen van de lekdorpel onder 3e raamkozijn 1e verdieping.’), with references to illustrative photos. My attempt at this is ‘prior structural survey’, but there is probably a term that is usually usd for this in English.

Preliminary report

This is the term used by the structural surveyor's doing work on our house! It is a report on their initial findings prior to going ahead with structural repairs. As to whether to put in 'structural' for 'bouwkundig', I would say that if it is perfectly clear from the context that it refers to structural work, then you may not need to mention it.
