The prefix 'skin-' means 'not what it seems to be' (cf. the Ordnet article below). 'Begrundelse' is easy enough: reason. 'Pretext' sums it up pretty neatly: 'A reason given in justification of a course of action that is not the real reason.' One would normally say 'påskud' in Danish. 'Skinbegrundelse' is quite unusual.
