Development of several innovative services, getting ahead of the market development. They will be officially released this year. They include: a service that allows sending money by the use of a mobile phone and receiving it in cash at an ATM; a platform for secure mobile payments, representing an upgrade of card platforms that allows cardholders to make payments via mobile phones as an option to the existing card services; unified environment for exchange of electronic distraints that will maintain the electronic exchange of documents between enforcement authorities and banks.

Title: Amendments in the Civil Procedure Code.
Effective as of 2nd of July, 2012, amendments were introduced in the Civil Procedure Code. They concern the fees that shall be collected from the private enforcement agents. The last shall not charge for inventory of property within the period for voluntary compliance. The percentage of proportional tax on enforcement cases shall decrease with the increasing of the interest, and the total tax shall not exceed the maximum amount specified in the tariff approved by the Council of Ministers.
Effective as of 1st of January, 2013, the distraint on debtor's bank account shall be imposed by the enforcement agents through distraint notification in electronic form, signed with qualified electronic signature, sent electronically via the integrated environment for exchange of electronic distraints.
Within one month from the entering into force of the amended act the Council of Ministers shall adopt amendments into the Tariff of State Fees collected by the courts under the Civil Procedure Code and the Tariff of fees and costs under the Private Enforcement Agents Act.

Amendments to the Civil Procedure Code (CPC) opened an opportunity to introduce electronic distraint of bank account receivables. A working group was set up with participation of representatives of commercial banks, the Ministry of Justice and the National Revenue Agency (NRA) to draft requirements for Unified Environment for operation with electronic distraints. The project is sent for consultation with the Minister of Justice and the Governor of Bulgarian National Bank (BNB). Electronic access to the Register "Population (GRAO)" also became a major tool for private law enforcement. But the scope of permissible references under it has failed to meet the needs of enforcement proceedings.
