I know this is an Iraqi insult meaning someone is "uneducated", can anyone explain how it breaks down as I can't find سز in the dictionary? Many thanks in advance for your help!

Its equivalent in MSA would be something like غير أو ليس etc. However, in Arabic, it will be used as a prefix, e.g. غير مُؤدَّب.
A Turkish-speaking colleague, like Murad Awad, can definitely bring a better insight into this, if he is available.
