Esta frase es bastante difícil de comprender y no se me ocurre cómo traducir la parte inicial "Other than ..."
Other than to find three experts with project management and some technical experience, the XYZ team appears not to have been composed in a deliberate manner so as to find complete and complementary skill sets that would meet the needs of the project.
