I think it’s actually 黒ベエ instead of 黒ペエ, and 黒ベエ is also a dog featured in a TV commercial in Japan. “黒生” is a black bear brand of Asahi, which is popular bear company and uses a black Labrador retriever in its CM.
I found the site of the company describing the commercial and you can watch it from the address below.

: I just checked out the commercial! It's interesting to me how Japanese commercials can get away with the ornamental black jazz players promoting a dark beer. This would never be allowed in the United States.
