Poka is Japanese for "inadvertent mistake". Yokeru is Japanese for "to avoid." It is often used as a synonym for ZQC, error-proofing, or mistake-proofing.

It's not an English term but a Japanese one.
I can explain it in following ways:-
1) As mentioned above it means= a "mistake" that even a foolish person (even a donkey) can make.
2) It can also mean in some cases= a mistake even a foolish person can understand and clear it.
Offcuurse it depends on what the total sentence is about?
