I thought about Metropolitan District Council, but these tend to be centered around a big city.

Remember It's not large cities that have grown so much that they form one city. The Orne department is in the middle of the countryside. It's a collection of small towns/villages that form a partnership between themselves.

I wouldn't try to stick too close

The French make careful distinctions between "communauté urbaine", "communauté d'agglomération" and "communauté de communes", depending on the urbanity/rurality of the district concerned. The rules for setting them up and operating them MIGHT be different, but they have a common purpose, to pool resources (and benefit from government subsidies, many of which have been withdrawn from individual "commune" level and are now granted only to the "combined" councils, in an effort to encourage people to group together), such as fewer large plants (sewage, water treatment, etc.) rather than more small ones), simplify management of roads, social services, and make economies of scale.

For the English reader, I doubt you really need to make distinctions, and a "generic" term like "greater administrative district council", "combined district council", "integrated area council", etc. should be enough (in all cases).

Note that "communauté" here is used to refer both to the geographical area AND to the council that manages it.

inter-council partnership

There are plenty of descriptions on the web, such as "borough councils working together", but little in the way of nouns.
