"(to) broadcast" hat sehr viele Bedeutungen.
Schau zunächst einmal was in Frage kommen könnte (Kontext!):
http://www.dict.cc/browse/126.php

Massenverbreitung; Massenkommunikation
This term is used in Mass communicaiton studies and refers to a communication strategy where one sender adresses a very high (most likely unknown) number of recipients, e.g. by websites, newsletters, or TV
As the media seems not to be specified I would consider one of the above.

Discussion
This is about how streaming media can be used in organisations, the governement and educational institutions - i. e. pretty much everywhere. One aspect is "broadcast communications", another online learning.
To stay with the example of a company launching a new product. Normally, only some of the staff can participate in the launch but now it is possible to broadcast the event live to desktops, kiosks on the shop floor of a production plant etc. However, the production staff might work different shifts, which means not everybody will be present for the live broadcast. This technology gives the staff on another shift the opportunity to retrieve the presentation at a kiosk on the shop floor, for example, during a work break.
Perhaps all my explanations define the term streaming media rather than broadcast communications but I hope that they contribute to your understanding of the context.
Basically, what this is about is that companies, for example, can use streaming media to deliver information to their employees. Examples are corporate presentations or training courses. Streaming media enables this information to be streamed directly to the desktop of the employees where they can access it either live (such as a presentation by the CEO) or on-demand (in the case of training courses). The same goes for educational institutions who can offer lectures etc. to their students in this manner. The upshot is that broadcast communication will reduce costs and increase productivity because people won't be absent from their work because they have to travel to meetings, training courses, presentations and the like but can look at them when and where it suits them.
I hope this explains the context further.
