繋げられたらいいのか

Dear ProZ members,

could you please tell me if my take on the following line is correct?
In a cartoon, the main characters need to bring running water to a building that will soon be demolished. To do so they reopen the aqueduct, but the pipeline breaks and cannot be repaired. Then there's this dialogue:

なんとかもう一度、給水塔と30棟の屋上まで繋げられたらいいのか
(Would it be ok if we managed to reconnect somehow the water tower to the roof of building 30?)

前、どんなに細いものでもいいって
(He said everything's fine, no matter how thin.)

The way I read it, the first speaker is asking if it's mandatory to use the pipeline or if it would be fine to bring water with a hose or somethingg else (which is what they do later). Is my interpretation of 繋げられたらいいのか fine in your opinion?
