It is. Although I would change my entry on hindsight, and in light of others' suggestions, to "Diploma in the Fundametals and Tools for Integrated Climate Change Management, or even "Diploma in the Keys and Tools for Integrated Climate Change Management

The Spanish is very wordy, and 'bases y herramientas para' doesn't really add anything to the meaning.

: I think you are right with "integrated" rather than comprehensive, but I'd leave "fundamentals and tools"
