Import declaration or acceptance is processed via EDI interlinking a network of Import companies, customs agents, banks, quarantine stations, food inspection offices, import related agencies and customs houses

In principle, when an import declaration is filed, customs house only checks whether required documents are submitted and whether formal conditions are satisfied. When a checked document is considered to be normal and appropriate, the declaration is accepted on an immediate basis. But a cargo/physical inspection might be carried out when it is judged there are high possibilities of concealments of illegal goods, and when it is deemed necessary to match the contents of declaration with actual goods.
-The selection of cargo subject to an inspection is carried out by C/S (Cargo Selectivity) System
