I suggested as a translation 'the amount of space you can put between yourself and your neighbours'.

'tale rase' makes no sense in Italian, so... ...I copied and pasted the phrase leading up to it, and got the following,
'La casa non è solo rendita ma misura della qualità del benessere, di spazio tra le case'
which does make sense.
The source is pressreader.com, but it's difficult to understand which publication the snippet comes from. Try it yourself, and you'll see what I mean.

PS Where does that 'tabula rasa' come from, anyway?! That would be equally meaningless within the given context.
