It is NOT about children in pre-school with special needs or diagnosis. This is NOT a clinical program either.
It's ABOUT UNIVERSITY STUDIES and a concentration/specialization program!
"Pre-deaf" here means some asignatures to understand the whole culture and needs of deaf population. And basics of hearing. Then, then can move on to study deafness at a social and services level, I believe.

Resumiendo, no es que la gente que estudie esto se especialice en personas que se están quedando sordas o perdiendo la audición o algo por el estilo, más bien son bases históricas y fisiológicas de la sordera y estudios comparativos (con el resto de la población general). Creo que por allí van los tiros en lo de "Pre-Deaf". Yo lo dejaría en inglés con una nota, para no distorsionar o que haya malinterpretaciones como la del bot automático de Proz.
