The fact that it talks about plaster and 'barramento' gives the idea of something straight would lead me to this translation. In reality, I would just ask the source what the F they were talking about.

I think it could mean something like 'final/sealing coat', which would cover the idea of 'barrar'. 'Argamassa' is mortar, and 'enchimento' is filler, so I assume 'pintado' belongs after 'barramento'.

So first they use mortar to fill all the cracks, then they add a layer of stucco/plaster, and then they paint it. I'm not totally sure, though.
