The definitions I am seeing online go from flirting to sexual abuse of children. I assume, from the gravity, that the meaning here is the latter, but the use of quotation marks seems strange.

I agree with ormiston that the quotations are being used because the author is citing the term. In the translation, you may also want to cite the original term "chineo" and add the explanation in English.

: I'd simplify the explanation thus: 'violence against indigenous women' -as found elsewhere

I would argue that "violence against indigenous women" is an oversimplification that omits three important parts of the definition: that the violence is sexual, who the perpetrators are (this is relevant!), and that the victims are girls as well as women.
