: Sorry, but this is a muddled argument. They may have different meanings in Portuguese, I don't know, but tender, bid and proposal are synonyms in English. And the plural of tender is tenders.

They are also synonyms in Portuguese, but one is more commonly used for govt. procurement (licitações), just like in English (public tender).

Procurement is usually open to anyone who wishes to participate, therefore "public" sounds kind of redundant IMHO.

I had not heard of Tender Offer before until a Canadian law lecturer at London Uni. used the term, so am unsure how it is used, but it seems confined to a bid to buy out some or all of shareholders' stock in a corporation.
Even so, having worked over 30 years ago on the FRE>ENG translation of the winning Eurotunnel construction proposal / with a financial part and technical spec., I disagree that the process had been one of a contract tender or bid.
The quote of ofertas do serviço público may be slightly misleading as private contractors can be integrated into the process > see the second example sentence.

Strictly speaking, a “tender” is the actual bid that is submitted by a business to win work, but in the public sector procurement context, it is used more loosely to cover the whole public procurement tender process — from the publication of the public sector contract notice to the bidding on the contract itself.
