Każda z wymienionych przez Jacka nazw własnych występuje tylko w jednym dokumencie, a przynajmniej Google w moim komputerze nie znajduje więcej.
Nazwa ma mutację = Podskarpie Starego Miasta; tu z pewnością nie ma wątpliwości co do pisowni.
nazwy własne w j. polskim zawsze należy pisać wielką literą i nie ma od tego żadnego odstępstwa.
