Hola, he puesto dos verbos, porque "negarse a cumplir los requisitos" es una lógica a futuro y en el texto claramente es de pasado ("have qualified"). La lógica de pasado nos la da mejor el verbo "rechazar".

It seems like the person decides to not accept the duties involved in the role of executrix, for personal reasons, since if she or he accepts the responsibilities then the executrix must not refuse to complete any future duties involved in the role.

I could ask if it's possible for someone to decide to not take on the role of executrix or power of attorney at a time for a reason, and be disqualified from power of attorney, but perhaps the person could assume power of attorney at a later time if found to be suitably qualified or prepared.
