I know this term has been queried before but it was used in a different context. In my case, "vacatio contrattuale" refers to the period between the expiry of a collective bargaining agreement and the entry into force of the new one, when presumably negotiations are taking place. Here is the context with the term in caps:

Tale aumento è in larga parte riconducibile alle maggiori attività del personale operativo impegnato nella attività di controllo del traffico aereo, in considerazione dei volumi di traffico in crescita sia rispetto al precedente anno che rispetto al forecast del periodo, al rinnovo del contratto di lavoro con le parti sindacali, avvenuto a fine 2022, che ha previsto un riconoscimento dell’effetto inflattivo per il periodo 2020-2022 di VACATIO CONTRATTUALE relativamente alla parte economica e all’elevata inflazione registrata nel 2022 che ha determinato un aumento dei prezzi dei materiali e dei servizi, con effetti particolarmente rilevanti sui costi per energia elettrica, ed utenze in generale.

I agree that "grace period" doesn't work here, but it clearly refers to what happens if the previous agreement has expired, and has not been replaced by a new one.

Perhaps the obvious translation isn't that obvious, after all. Alas, nowt in Garzanti and a Latin law dictionary misleadingly refers to an 'exemption' in the sense of garden leave.

You're welcome ! This contract hiatus term is common in practice, but lost on most Anglo-American 'Ivory Tower academic' contract-law textbooks and courses as well as primers on industrial relations.
Example sentence:

Hiatus. In the event of a hiatus (a break or gap in a continuing production or series of productions without compensation), which exceeds thirty (30) days, ...

Ciao, dalla tua spiegazione direi che si può tradurre così. Si tratta di un'indennità che viene riconosciuta per il periodo di transizione vista la precarietà temporanea del contratto diciamo.
Altrimenti puoi semplicemente dire che è prevista una "compensation payment" per i lavoratori durante il periodo di transizione

I suggest:

"The inflationary effect of there being no collective agreement in place from 2020 to 2022".

This is presumably because employers and employees are individually negotiating higher pay increases than if there had been a collective agreement for the whole industry.
