SPAIN. This appears in software strings, where it has occasionally been mistranslated as "tax frame", which I imagine would be "marco", not marca.

"A partir del 1 de enero de 2020, la Agencia Tributaria ha implantado los nuevos modelos de marcas fiscales que se deben adherir a los envases o botellas que contengan bebidas derivadas, de acuerdo con lo establecido en el artículo 26 del Reglamento de los Impuestos Especiales."

From 1 January 2020, the Tax Agency has implemented new tax marking forms that must be attached to containers or bottles containing alcoholic beverages, in accordance with the provisions of Article 26 of the Regulation on Special Taxes.

The tax markings applicable to derived beverages are produced by the Spanish Royal Mint (FNMT) and incorporate improvements in security systems.

Alas, fiscal mark/ing is Spanglish and has no place on a UK Government website.

Other than that, is ambiguous for an impounding of the goods by the tax authorities.
Example sentence:

The definition says they are adhesive (marcas fiscales que se deben adherir a los envases), so that ¡s why I thought "marks/markings" wouldn't work. They look more like stickers or labels.
