Indeed I've been working in engineering projects for more than 15 years. Believe me, the term "landfill" is used for garbage dumps. Earthworks build earthfills not landfills.

Landfill = garbage only Well, it's not landfill either. Landfill is only used for garbage dumps.
You can use "embankment" if you don't want to use earthfill.

washing waste prior to landfilling

I think this is a good translation for this as well. Considering the context, I believe translating "resíduos" as "waste" may be more appropriate.

Acredito que "washing" também possa significar transportar neste contexto, devido a ser um tanque de óleo, mas realmente acho que "transport" teria deixado o significado da tradução um pouco mais claro. Obrigada pela explicação!

This may seem like a minor point, but these are not residues that have been washed. They are the result of washing the tank.

The second example sentence seems to bear out Mario F's earthfill vs. favelas-scavenger landfill idea.

'What are tailings? In oil sands mining, tailings are what remain after the oil has been removed from the ore that was mined out of the ground.' Query: out of the oil tanks.

There's no need to comment on this answer without a thorough knowledge of geology....
