I was thinking the same thing as Mpoma, in the comment above, and that that might explain why it's so hard to find confirmation of it (maybe just unique to Haitian French?). In any case, I think "chargeable" fits really well in the context. |

: I think this is probably right, but there are 2 defs in TLFi and neither works. So one explanation would be that it is a regional dialect thing, specifically for remettre.
