Railway line construction
This refers to a piece of railway maintenance/construction equipment, I am thinking maybe Railway Ballast Hopper but I have a doubt regarding the word Desguarnecedora - this would maybe indicate to me, its a sort of reverse Hopper, i.e. machinery that picks up the ballast from old previously laid trackways, or am I way out on my understanding here? Afraid I have no other helpful text.

: (a) It's not cleaning the ballast, it's clearing it, and (b) We don't know that it also lays ballast, and that's not what the Portuguese says.
