EE

Italian to English Other Law: Taxation & Customs Certificate of allocation of Tax fle number
In the certificate of allocation of a tax file number, the applicant's province of birth is marked "EE". The applicant is born in France, and I know from another document that his city of birth was Toulon, which is in Provence-Alpes-Cote d'Ázur. Firstly, I wondering what EE represents in relation to his province of birth, and secondly how I should represent the correct information. I suppose a translator's note would be acceptable in this instance, but I still neeed to know the answer to question 1.
I am hoping that someone can enlighten me, please.

That's clearly not the meaning here, but it could be where the abbreviation comes from.
