Discussion
If they start running an e-commerce website using their own software and start charging a commission on each transaction that would be a completely different activity - THAT is not being "a software developer".
In absence of reliable context info, my bet would be on "we first have to get commissioned by the client to make some client's needs specific software", although "commissioning=roll out" could also be part of the services offered, but should then (in that meaning) be listed at the end.
The meaning of "commissioning" I have in mind is the same as NHS trusts "commissioning" services from hospitals, GPs and other "health services providers"
But if they are selling some already existing software, that meaning wouldn't make sense.
But then again ... "solutions logicielles adaptées aux besoins des entreprises" are NOT ready made software that only needs to be sold and "commissioned=made ready for use" - to make anything "adaptées aux besoins des entreprises" these adaptations need FIRST to be "commissioned=requested by/ordered by" the client.
I haven't seen a trickiest term than "commission (and all its variations). As proved yet again.
