When you say “Palawan is IN the west of Philippines, it would mean that Palawan is located in the west part of Philippines. In Tagalog we can say, “nasa kanlurang bahagi ng Pilipinas ang Palawan”.
But when you say “China is to the west of the philippines”, it is more general. It would mean China is in the direction is of the western part of the Philippines. In Tagalog we would say, “nasa kanluran ng pilipinas ang tsina”.
