The sentence is told to someone in real trouble, and he doesn't have any clues how he will get rid of it.

Cannot support yourself / weak position

Legs are our support, so I presume this is metaphorical. A bit like this meaning:

"Not have a leg to stand on
- to be in a very weak position, for example because you are unable to prove a claim or statement you have made
I haven't got a leg to stand on. I had no witnesses."

He is basically helpless, because think legs means he cannot support himself.
