The verb to sanction means:

1. to impose a penalty
2. to approve (normally officially)

Given your context, meaning 2 is more likely.

agree Daryo : confusingly enough "to sanction / sanctions" is more often heard in the opposite meaning of "disapproval", but it can also mean "validation/approval".

Thanks but sanction meaning "approve" is quite common. Other meaning not exactly opposite but rather means "penalise" as in "add sanctions/penalties"
