This 'taxe' enables an 'établissement d'utilité publique' to fulfil its role to promote technical progress, improve output and ensure high standards in its industry. According to research on Google, various 'taxes' appear to be paid for the benefit of different industries, so I'm wondering whether I could simply translate the term as a 'tax allocated specifically for the benefit of the xxx industry' ... Perhaps the Asker (Sarah) has an NDA that prevents her from talking about the NDA (and I'm only half-joking).
As things stand, I think Steve has pretty much nailed the "affectée" part.
The other part I would probably call an industry levy.
Without that, any attempted answer remains a bit theoretical, really.
I thought of "allocated" when I first saw the question and then read your full question, but taxes can also be levied for the benefit of ....
