According to research on Google, various 'taxes' appear to be paid for the benefit of different industries, so I'm wondering whether I could simply translate the term as a 'tax allocated specifically for the benefit of the xxx industry' ... Perhaps the Asker (Sarah) has an NDA that prevents her from talking about the NDA (and I'm only half-joking).
As things stand, I think Steve has pretty much nailed the "affectée" part.
The other part I would probably call an industry levy.
Without that, any attempted answer remains a bit theoretical, really.
