I am used to seeing similar wording to this in French. I think I am right in saying that it in the standard data protection notice at the end of a notarised document (in ths case a sale contract), informing the parties who their personal data can be passed to.

Yes but it's a general data protection statement so I don't think it's necessary to specify such things as "apostille" which are implicit
