I don't think it's a typo, Tony. This link is to recommendations drawn up by the Sustainable Transport Forum by the European Commission, and it states that recharging stations shouldn't be located on kerbed surfaces to ensure that they are accessible for "older persons, persons with reduced mobility and persons with disabilities" who may have difficulties dealing with kerbs.

on a raised surface

with respect to the place where the vehicle is parked.
A kerb often has a sharp edge and I imagine you dn't want the car to climb it.
