This is what the client said: "balancista distribuidor es el comprador en especifico, yo voy por tiendas q le venden productos a las empresas y hago compras para la mia". Buyer and distributor, maybe?

Changed my mind entirely Hi. I was so curious about this that I posted the term "balancista distribuidor" in the WordReference forums. Someone there replied the following:

El balancista se ocupa del procurement, sería procurement specialist de los productos para una empresa privada dentro de una economía centralizada:

El balance de los bienes consistía en establecer un equilibrio entre la fuente y el destino de cada producto en cuestión. El organismo balancista elaboraba el balance nacional del producto que tenía asignado y lo desagregaba por cada ministerio y órganos locales del Poder Popular. Estos, a su vez, desagregaban el balance a cada empresa bajo su administración.

I haven't seen a source or reference for this, but it makes perfect sense. Because Cuba has a planned economy, there likely is not a perfect English translation for this job title because there is no direct corollary in a free market economy. Under these circumstances, the "Purchasing Manager" answer may be the best bet for your translation, perhaps with a footnote.

I want to clarify the point I made in disagreeing with the Purchasing Manager answer. I was saying that that Answerer posted a link to a position description in an oil company with the same job title. My point is that two different companies that have positions with the same job title, may in fact have job descriptions that are quite different. That was what I meant when I said job titles and their descriptions are not standardized across different companies. One company's "balancista distribuidor" may be more of a purchasing manager (at that oil company it seems to be), while another company's "balancista distribuidor" may be more of an inventory clerk, which is what I have suggested may be the case in the Asker's specific company, Empresa de Aseguramiento para el Comercio Mayorista de Productos Alimenticios y Otros Bienes de Consumo.

Another possibility is "Sourcing and Distribution Specialist" (Sourcing being a little different from procurement, as sourcing includes finding/choosing the vendors/suppliers, not just purchasing).

"Logistics" is another possible word to use, relating to supply chains and distribution.
