It is an old document from the 19th century. The material is Australian. Is it department of justice here?

Crown Definition:
The English Monarch, where she is the symbolic head of state.
The word refers specifically to the British Monarch, where she is the head of state of most Commonwealth countries.

Crown Law Offices would have existed in each state; the WA one was an example of their purpose. (And you didn't specify Victoria in your question, just Australia!)

Crown law offices/departments are also in New Zealand: https://www.crownlaw.govt.nz/#:~:text=The Crown Law Office p... IMO, it is irrelevant whether it is Ararat, Victoria or in Western Australia. It is a concept which is applies to New Zealand as well.

The issue was in Ararat, Victoria. Which is not in WA.

History
The corporate objectives for the Crown Law Department were:
to maintain an efficient, professional and complete legal service to the Government of Western Australia and its Departments;
to ensure that the Crown's case were effectively and fairly represented in all Court proceedings;
to ensure ongoing policy review of legislation in order that it continues to be relevant and appropriate;
to ensure that the Government of Western Australia could achieve its legislative programme;
to maintain an accessible and efficient Court service which effectively supported the objectives of an independent Judiciary;
to ensure that sufficient corporate support was provided to facilitate progress toward the achievement of Departmental objectives.
