It doesn't mean balance sheet. This is from the annual report of ENAV, the air traffic control authority. I found it online but have lost it again. The English word "balance" appears 63 times, as a source of income, but I got tired of clicking through all the instances to try and find out what it meant. I wonder if it has something to do with traffic balancing.

In IFRS and IAS accounting standards misurazione is always measurement. As for "balances" I can never remember seeing this English word in an Italian text. Can't do anything intelligent here Paul without reading the EU Regulation.

It would also be useful to know what regulation they're referring to, but they presumably don't say.
