a) Asistencia al ochenta por ciento (80%) de las clases

Son dos casos diferentes y por lo tanto requieren dos traducciones diferentes.

En el primer caso, promoción se refiere a los mecanismos para evaluar a los alumnos y decidir si aprueban la materia. Yo lo traduciría como:
1-. Mecanismos de evaluación y **promoción** -- Evaluation methods and pass criteria

En el segundo caso se refiere al alumno que cumple con los requisitos para 'promocionar' la materia sin rendir un examen final.
Yo lo traduciría como:
Condición de alumno Regular por **Promoción** -- Conditions for passing without a final exam

moving up > to the next class or hurdle level

no promoción > to go into the remove /class/ like the fictiona, fat English schoolboy 'Billy Bunter'. The IATE entry IMO has got the idea back-to-front.

Thanks, Neil. Moving up a class or year is bog-standard terminology, unless of course the dunces end up in the remove.

graduation

In this context of a university, I'd say this may be the best option.

promoción = progressing from one grade to another (in the K-12 environment) / graduation (in this context of post-secondary/tertiary education)

**Criteria for Evaluation [i.e., at the individual course level] and Graduation**, with the latter part of the equation referring to the university's requirements for fully admitted (i.e., regular) students to graduate, i.e., its 'mechanism' (or criteria) for clearing students for graduation
