I am translating a divorce decree from Florida and I came accross this phrase in the sentence:
The Court, having heard the testimony of the Parties, and having reviewed the file and being otherwise advised herein, does make the following FINDING OF FACT:
Now, what does this mean in the context and what is the point of 'otherwise'? Is this just another example of clumsy and redundant legalese?

In this context, otherwise advised means having considered any other relevant matters in addition to the testimony of the parties and the case file. Such relevant matters would include the applicable procedural and substantive law.
