Chinese to English Other Government / Politics Policy/Implementation

This phrase often crops up in policy/corporate/government documents and reports. I've seen it in reference to trade deals as well (https://www.bloomberg.com/news/articles/2019-10-25/u-s-cites...

Although "basically completed" is a solid direct translation and is used in many authoritative English translations (as above), it can sound out of place in official contexts as it is fairly informal and vague.

Any suggestions on more natural/meaningful ways of translating it into English? Are any of the suggestions below close to the original meaning? 有没有中文母语者能讲解这个 基本建成 的具体含义? Or am I better off sticking to basically completed?

E.g.: “全程分类体系基本建成”

- The fundamental elements of the entire classification system have been completed. (implies the basic elements/structural work are complete, only small details remain?)
- The fundamental groundwork has been completed throughout the classification system.
- The groundwork has been completed for every part of the classification system.

- Throughout the classification system, the majority of the work is now complete.
- Throughout the classification system, work is reaching/nearing completion.
- Work is almost complete on each/every part of the classification system.
