Есть ли устоявшийся перевод для термина "хозяйственный орт" (предназначен для хозяйственных нужд, прокладки коммуникаций)?

in German "Ort" means a place. Querschlag is the technical term for cross-cut. In this particular instance, I think Russian орт is just the same as ниша or niche, so you could write "niche for housing mine communication systems".

My client said that хозяйственный орт is used for any service needs, for example, for communication systems.

Unfortunately, no. This term is very often used by miners when they describe the structure of their mine. In German, there are different types of main horizontal openings, including crosscuts (Querschalg) and orts (Ort).
