I'd have to go with an explicative translation here as, presumably, this relates to the work of a "proyectista," who in the Mexican court system is a type of judicial clerk tasked with "preparing a preliminary draft of a judgment or court opinion to be reviewed and approved or changed by the court" (J.F. Becerra, Dictionary of Mexican Legal Terminology, 2nd ed., p. 989).

Here's a job description of a "proyectista" from Tlaxcala's Consejo de la Judicatura:

Thanks, Helena. The connection with "proyecto de sentencia" wasn't apparent to me either at first glance, but "con fines de proyección" just hanging there looked suspiciously like jargon to me. Hope you're keeping well over there!
