I'm looking for a suitable translation of "solange .... als nicht..." in the context of the following sentence:
"Bei TeilzeitmitarbeiterInnen stellen jene durchschnittlichen Mehrleistungen, die die vereinbarte wöchentliche Normalarbeitszeit im Durchschnitt überschreiten solange Teilzeit-Mehrleistungsstunden dar, als nicht auch für Vollzeitkräfte Überstunden entstehen."

Of course, the condition introduced by this formulation in German has to be a negative one, so in English, the translation must also be followed by a negation- something is true, as long as something else is not the case.

Discussion
Are you asking whether “solange… als nicht…” is a two-part conjunction (e.g. sowohl … als auch)?
To the best of my knowledge it’s not. But perhaps it’s one of the more obscure ones. Maybe a native German can weigh in here.
I think this can probably just be taken at face value.
