With bond and equity valuations near all-time highs, is there anything investors can do to generate portfolio returns on the margin without taking as much portfolio risk?

I'm not sure I understand what "on the margin" mean in this context. Thank you for your help!

What does it say before and after this?
Buying on margin means borrowing money from the broker to pay for stocks, but I don't know if that's the idea here. Or it could simply mean taking profits.

You are almost fully invested in stocks and bonds, with just a little cash left in the margin. What can you do to generate portfolio returns with that little cash without taking as much portfolio risk?

just one possibility, just a(n educated) guess, given the available context and the rather unusual terminology.

The meaning could indeed be to seek to generate, withing the portfolio, positive, albeit small, marginal, incremental returns [either absolute or relative to indices], despite all-time highs, thanks to appropriate investing/trading approaches/ideas, with perhaps the assumption that because of said all-time highs, only small, 'on the margin'//marginal returns are left to be had.

The margin refers to the amount of capital mobilized in an investment. Good "returns on margin" mean good returns with as little demand for investment as possible. That makes sense in the context, as the text describes a situation in which equity and bonds are particularly expensive and it would thus be difficult to obtain good returns on margin.
