I found in Glosbe جهات التوثيق translated as "Notaries". I don't know if it's a term or not to be honest. I also checked and found out that all marriage Contracts are documented in notary public. So, we can say that notary public is جهة توثيق. we are talking about the plural, so it could be also Notaries public!

Notaries public means كتاب العدل, and one of the main roles of كاتب العدل in Arabic as the following ويختص كاتب العدل بشكل عام بجملة من المهام الرئيسة كتوثيق العقود. So you can say he is جهة توثيق!
