There are some ghits for "upward and downward regulating power" (??) but I'm wondering whether it could be interpreted as something like:
The aim is for this aggregated capacity ... to be able to regulate power to the grid for long periods of time, based on fluctuating demand.

regulating power at times of peak load or base load
The system, in which batteries play a key role, serves to provide regulating power both at times of peak demand and when only a basic amount of electrical energy is required. Energy is taken from the batteries when demand is high and then the batteries are charged up when demand is low.

This battery power gives a 'reserve' of power available in order to 'adjust' (or, it seems, 'regulate') the voltage on the grid.
This is not at all the same thing as regulating the power being supplied to the grid by the main producers. This might seem like a fine point to you, but let me assure you that precision of language use in this sort of context is vital!
It is not 'regulating the power fed into the grid' (there are other mechanisms that do this), but rather, 'furnishing + or – power in order to provide regulation on the grid' — in a sense, it is 'regulatory power', but we wouldn't use that expression of course because of its potentiel ambiguity with a quite different kind of 'regulatory power'.
