This is a press release about a consortium building a battery storage facility in Belgium.

Le business model repose principalement sur la volonté de fournir des services plus variés et de plus haute valeur ajoutée grâce, d’une part, à une durée de stockage plus longue ... et, d’autre part, à une agrégation au sein d’un « pool » de capacités flexibles combinant unités de production et de consommation décentralisées. L’objectif est que cette capacité agrégée, dont la batterie est la clé de voûte, soit capable de fournir de la puissance de réglage à la hausse ou à la baisse sur le réseau pendant de longues périodes.

There are some ghits for "upward and downward regulating power" (??) but I'm wondering whether it could be interpreted as something like:
The aim is for this aggregated capacity ... to be able to regulate power to the grid for long periods of time, based on fluctuating demand.

The ability (or power) to regulate the grid both "up and down" might seem a bit redundant. The purpose of "regulation" is to maintain a variety of variables (e.g. voltage and frequency) about a given setpoint, so looking at either of these variables as a time series you would see them fluctuating about this constant value. Voltage will tend to fall during periods of high load, and increase when the load is low and/or inputs (e.g. wind turbines or solar farms) are high. The purpose of a huge battery is to smooth these fluctuations.

Clarification I asked for clarification and received this: L’objectif est que cette capacité agrégée (basée sur l’utilisation de notre batterie)… soit capable de réguler le réseau. Anyone want to post an answer based on that? The answer I've had doesn't really work...

@ Asker (2) Do also note that the 'à la hausse / baisse' refers to the regulation, not the power. It sounds as if the batteries give the possibility of adding extra power to boost the grid when needed; understanding how they can act to regulate the grid voltage downwards is trickier... it might just be that they draw a lot of current from the grid (in order to recharge the batteries) — or it might be something rather more complex; the whole question of grid regulation is a great deal more complicated than might at first appear — not least, because you have to deal with both active and also reactive power.

Barking up the wrong tree, it seems! For info, dictionaries give regulating power (rather than regulatory power) for puissance de réglage. @ Tony: are you saying that "+ or - power" is a phrase used in this context? Difficult to google it.

@ Asker In a word, no!
This battery power gives a 'reserve' of power available in order to 'adjust' (or, it seems, 'regulate') the voltage on the grid.
This is not at all the same thing as regulating the power being supplied to the grid by the main producers. This might seem like a fine point to you, but let me assure you that precision of language use in this sort of context is vital!
It is not 'regulating the power fed into the grid' (there are other mechanisms that do this), but rather, 'furnishing + or – power in order to provide regulation on the grid' — in a sense, it is 'regulatory power', but we wouldn't use that expression of course because of its potentiel ambiguity with a quite different kind of 'regulatory power'.

The system, in which batteries play a key role, serves to provide regulating power both at times of peak demand and when only a basic amount of electrical energy is required. Energy is taken from the batteries when demand is high and then the batteries are charged up when demand is low.
