Japanese term

外資を含む

Japanese to English Bus/Financial Business/Commerce (general)
Full text: このためには、都市部における経済活動のボトルネックになっている電力等の都市・産業インフラの脆弱性を抜本的に改善し、外資を含む製造業の立地環境を整備する必要がある。

My understanding: For this purpose, drastic improvements are required in the fragile and vulnerable urban industrial infrastructure such as electric power, which has become a bottleneck for economic activity in urban areas, need to improve the environment

My issue: how do we translate 外資を含む in this sentence? is it foreign capital/ investment including the manufacturing industry or foreign capital embracing the manufacturing industry?

including foreign investments (other than domestic investments)

It is manufacturing invested by foreign companies (or investors) and domestic companies (or investors)

including (those with) foreign investment

「外資を含む製造業の立地環境を整備する」in that sentence would be something like:

"(necessary to) create an environment that supports the establishment of manufacturing businesses, including those with foreign investment"

Hope that helps.

including foreign-owned

From the context, "外資" here sounds to me very much like shorthand or business jargon for "外資系企業", which means "foreign-owned companies", in which case that part of the sentence would mean essentially "...the locational environment for manufacturing (including foreign-owned manufacturers)..."

Thank you for explaining the context.
